Introduction
Frank currently works beyond Scotland speaking and advising on a range of educational issues. He has developed a keen interest on the impact of technology, learning spaces and different teaching approaches that better engage learners and develop the skills they will need in order to be successful in a 21st Century global community. He applies the same approach to professional development since 21st century skills apply equally to the teaching force.
Frank has been involved in a number of international projects ranging across issues such as school transformation, quality indicators and health and wellbeing. He has been guest speaker at innumerable conferences and events across Scotland and has given talks in countries and regions such as Canada, Hong Kong, Greece, Germany, Finland, Ireland, the
Czech Republic and in New South Wales and Southern Australia.
Frank's style of presentation is particularly engaging, interactive, thought-provoking and challenging.

First Class Honours science degree majoring in ecological systems and learning.

Relevant Career and Professional Background
Frank has been a Chief Inspector of Education in Scotland for more than a decade and has covered a wide range of remits that have included self-evaluation, national reporting on standards and quality, good practice, designing inspections, school improvement planning, primary education, secondary education, additional support needs and applying data and research to school improvement.
Over twenty years in Her Majesty's Inspectorate of Education in Scotland, more than ten years of which was as a Chief Inspector of Education.

Headed the team in Scotland that devised the quality indicators in the first edition of the internationally known self-evaluation tool 'How good is our school?'.
Devised the first state-of-the-nation report on Scottish schools.

Frank took up his first teaching job in 1969 and when a teacher, he was seconded or worked part-time on a range of local and national educational initiatives.
