Introduction

Malcolm Stevens is a Director of JusticeCare Solutions and an independent adviser/consultant to providers of healthcare, youth justice and children’s services. He was formally the Government’s Professional Adviser responsible for youth justice policy, children in custody and children detained at Her Majesty’s Pleasure and also the Director and Chief Executive of various services for children and youth justice. He has unique experience in the management of young offenders convicted of murder and similarly grave crimes.
Malcolm has particular expertise in contract compliance, commissioning and performance management, the recovery of poor performing operations, new policy and change implementation, working with and within multi agency public, private and third sector partnerships and private equity investment companies.

Advisor with the Centre for Social Justice, a member of its “Breakthrough Britain” social care and youth justice working groups and co author of “Couldn’t Care Less” and “Dying to Belong”.

Additional Information

Malcolm Stevens has maintained close links with Government Departments and Inspectorates, education, healthcare, social care and criminal justice agencies, as well as the voluntary and private sectors. He is a graduate of Cambridge University’s senior Criminology Course and was the UK’s delegate to the UN Convention on the Rights of the Child in Geneva, 2003. He is a regular contributor to national conferences arranged by universities, government, the media and charities such as NACRO, NAYJ and the Howard League.
