Introduction

Allen Baynes is a freelance education consultant who worked as a

member of the core team of Narrowing the Gap, (a joint LGA,

DCSF, IDeA Initiative to improve outcomes for vulnerable children

and young people. Prior to this, Allen has worked in education and

was an external adviser to the DfES in the development of Every

Child Matters and the Change for Children Programme.

Allen was a Senior Education Officer in Shropshire and was

responsible for the SEN and Inclusion Services in Telford & Wrekin.

He was also the Lead Officer for Safeguarding in all the Authorities

schools.

Allen is a speaker with a national reputation who has spoken at

many multi-agency, health and education conferences. He has been

involved in work on innovative projects in schools, local authorities

and with the ‘Narrowing the Gap’ team and is now a Sector

Specialist accredited by LGID and NCB to support local authorities

in England. Allen is a trustee and adviser to Newstart, a not for

profit residential provider for men with alcohol, drug and mental

health problems in inner city Liverpool. In 2010 Allen became

Director of New Start Childcare and has opened three not for profit

residential children’s home on Merseyside. He is also a Director of

Bridge 4 Learning, a company specialising in developing provision

for young people who have been excluded from mainstream

education. B4L currently has two schools, Weston Point College in

Runcorn and Spencer House in Knowsley and is looking to expand

its provision after two very successful Ofsted Reports.

Allen is also an independent SEN/Behaviour adviser to SCE,

(Services Children’s Education)
